Maybe. Yes. No. I reckon most wouldn't know unless they've tried, and those that did say it worked maybe have survivorship bias. But if you have it, I don't see the harm in attaching.

It depends on the context; it could be a recommendation letter or testimonials from a former employer. In my opinion, they don't normally guarantee a job, but they can certainly help improve your chances by adding credibility to your application.

Yes in my case. I interned at a firm and asked for a rec letter stating what projects i was on and its value. Got my first job through that but i no longer use it tho

I've seen my HR and boss take those into consideration when there's multiple candidates to choose from so it may give an edge depending on who's looking. It saves us time from calling previous employers to know the candidate's behaviour and work performance/ethics.
At this point, you might as well provide everything that you think that can give you an edge just as long as your CV won't be like 20-30 pages. Keep it concise and easy to read. Cover letter would be nice too.

not really. what really works in Brunei is who do you know or who are your parents. nepotism is very strong here. it is actually encouraged.

If a manager or supervisor gives a letter of recommendation, this would be based on how the individual works and contributes to their role and from the potential employer perspective if they see there are reasons to see that this person can contribute to the organisation or corporation then they will be more highly sought after by the employer.
Given a letter of recommendation is also saying that the supervisor or manager vouch for this person and it does carry some weight in the interview process.
