In my opinion Brunei is a Monarchy, Aristocracy, and Oligarchy.
Monarchy with HM being the sole ruler.
Aristocracy with all those of noble birth holding hereditary titles and offices.
Added corruption as a bonus
Oligarchy with power being held by a small number of people.

By "monarchy" I assume its in the form of absolute monarchy, which is where we currently in. But we are going down the path of tyranny as we already see some form of oppression especially against minorities (no land rights for non Malays, severely restricted religious practices against non Muslims, for example), the fact that it is a crime to criticize the monarch (he is always right) and Brunei being under perpetual state of emergency which gives law enforcement agencies especially KDN almost unlimited power and zero accountability in their actions.
As of now, oil money is what keeping the generous welfare system running. But that wont last forever. We might eventually end up like 18th century France if HM and his government fail to improve the country's economy when oil runs out.

I was going to say Monarchy, but I wonder if we are not closer to Aristocracy with all the corruption. The powerful rich is of course one family in Brunei anyways, so we are along that path of Aristocracy - Corruption - Oligarchy. However, I don't think Brunei at this current state of development will have a revolution of the people.
Also, I don't know how accurate this diagram is. Look at Russia, it's in an unpopular war with Ukraine, it's ruled by the popular rich, there is lots of corruption, but there is no revolution of the people happening, in fact the people seem to be getting on with their normal lives. Or look at China, it's a Monarchy in all but name, with just one person and his school of thought ruling the empire, there is cruelty and oppression to those not of the majority race if you talk to some of the Uighurs, Tibetans and to the Hong Kongers, but there are no equivalent of nobles to revolt. I would say the diagram is not a valid one for our world today.

Unfortunately, Brunei are already head in towards an endless spiral of tyranny as revolution is more or less impossible here. The status quo wont change and the citizen will continue becoming a mindless sheep and when its too late, they are already powerless to do anything.

Definitely monarchy. Still stable. Sultan is like a God in Brunei. He has absolute power and anyone else has as much power as he allows. Anything and everything that happens in Brunei happens because he and he alone allows it to happen. The RF amass as much wealth as he allows them to. He can give and take that wealth any time he wants. The people shudder in his presence and see him in equal parts fear and love. His power is stable and nobody as yet dares to raise a finger to challenge his authority.
Any dissent is relegated to the depths of Reddit.
