Undertaking the centralisation of welfare assistance, provision of free health and education, scholarships for orphans, as well as creating various channels and platforms concerning the welfare and well-being of the people in the Sultanate. This is part and parcel to the Government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam’s concerted efforts to enhance the quality of life of its people, especially those facing hardship. Orphans are supported through initiatives such as the Pengiran Muda Mahkota Al-Muhtadee Billah Fund for Orphans (DANA), and an annual campaign called SMS Brunei DANA, inviting the public to channel financial contributions via appointed telecommunication companies to raise funds. Following the government’s introduction of the National Welfare System (SKN) in July 2020 to assist those in need, the platform had received 37,327 applications as of October 2022. Under the SKN, those entitled not only receive monthly welfare assistance but also benefits from employment programmes. So far, 430 individuals from vulnerable groups have successfully obtained employment. Additionally, recipients also undergo entrepreneurship and skills training programmes, such as Business from Home, the Bank Islam Brunei Darussalam’s (BIBD) Special Entrepreneurial Empowerment and Development (SEED) Scheme, and Entrepreneurs Assistance. PHOTO: KHAYR ZAKARIYYA Through this Order, some 3,800 OKUs were registered with the Ministry of Culture Youth and Sports (MCYS) by December 2022. A card is also issued to OKU as a verification of their status and grants them access to special services. The government has also revised the National Plan of Action on Disability Issues for 2021-2024 and to promote OKU inclusion in the workplace. Currently, JobCentre Brunei has 125 registered OKU individuals, and among them, 49 are employed and 21 are actively seeking employment. It is also worth noting that over 100 OKU individuals are employed by both public and private sectors, marking the progress in inclusivity as a crucial aspect expected to grow across industries. Moreover, efforts to enhance the healthcare system and ensure the provision of high-quality services will always remain the country’s top priority, which the annual budget allocation can attest to. Approximately BND3 million has been channelled to support health infrastructures and facilities across the Sultanate, while an additional BND55 million for the funding of medicines and BND45 million for medical supplies and services. In line with the goal of strengthening the healthcare system, the Ministry of Health has employed 806 doctors and dentists, 2,557 nurses, and 416 other allied healthcare professionals. It highlights the ongoing efforts to ensure a stable system to meet the healthcare needs of the populace. In terms of housing, the Landless Indigenous Citizens Housing Scheme (STKRJ) and the National Housing Scheme (RPN) have resulted in constructing 30,296 houses across the country since 1984. The Housing Development Department (JKP) manages and maintains these schemes, including ongoing projects such as the construction of terrace houses in RPN Kampong Lugu and Kampong Tanah Jambu. Meanwhile, the Ministry of Education has put forward a learning recovery programme to address the learning gaps endured by students during the COVID-19 pandemic. Despite the challenges in the education landscape, higher education institutions, such as Politeknik Brunei and Institute of Brunei Technical Education, have seen positive signs of recovery with a good number of their graduates finding employment. – Rokiah Mahmud
