If your cgpa is below 3, I think you can apply for DY overseas, but limited as there will be competitions with others and coordinator usually prioritize those with higher cgpa, placements are usually within SEA, you can discuss with your DY coordinator on this. I remember some of my friends went to vietnam, da nang and this is under internship/cop, for student exchange, might require higher cgpa. If you can get more than 3 before your DY, options will be wider.
But again, this was during my time, it might have changed now, anyway, all the best and good luck, no matter what you decided to do during DY, make sure you use the opportunity wisely, I was lazy and lack of motivation at uni during my first 2 years, but after seeing how hardworking people are during my DY, I changed for the better, and got 4.0+ for both semesters in my final year
