It could be your optical fibre connectors (either the dust cap or fibre ferrule) is dirty.
As you can see
here
on page 10. The slightest dust/dandruff/dead skin cell could affect the performance of your internet if the optics are blocked. The reason why it should be kept clean is because light would not be able to pass through if an object is in the way. However, that is just one of my theories if your modem is placed on a dust-prone area. Your modem should be kept clean from dusts too. If a lot of dusts accumulate on your modem, it can cause a fire hazard.
Disclaimer: I’m not an IT engineer but I like to read these things. Please seek UNN technicians if they can confirm this issue.

If its a black ONT, it will be replaced FOC. Contact your ISP. Not UNN.

I found the information below and here's a summary
Did you know that a tiny speck of dust could ruin your internet speed? It's like your modem is having a sneezing fit! Keeping those optical fiber connectors clean is super important, or else the light can't do its job. Plus, a dusty modem could even become a fire hazard. Yikes! So, keep it spick and span for a smooth surfing experience!
