From IBTE to PB, that's basically upgrading. One of my friend from IBTE, he's also went to PB when he's already enrolled in IBTE. He said you don't have to pay anything, you just need to show to your lecturer of your PB enrollment letter. Then there will be some paperwork you need to fill in. Hope this helps. You can also ask your IBTE lecturer for confirmation.
