Yes, the court system will be the best way for your friend to try to recover her funds and she absolutely should pursue that avenue. However, that avenue will be slow and there’s no guarantee on whether the court will be able to recover anything.
So at the same time, your friend should have a backup plan, in case the worst comes to fruition. Hope for the best, plan for the worst.

The Royal Brunei Police Force (RBPF) yesterday conducted a raid on a money remittance business in Bandar Seri Begawan with the assistance of the Brunei Darussalam Central Bank (BDCB), it announced in a joint press statement.
The business was found to have failed to comply with several conditions of its remittance business licence set by the BDCB.
