Should Brunei look into using the fuel subsidy to invest in infrastructure like road maintenance and public transport like trams, buses and trains also?

Long way to go to be able to properly run public transport.

Remove fuel subsidy and inflation will increase further. You will have riots. Others will have you sacked before you could even implement the decision. Unwise and not recommended. There are other ways to improve public transport without increasing the burden on the public. No need to copy Malaysia
