Civil service transformation is both inevitable and essential, especially in today’s era of globalisation and rapid technological advancement driven by knowledge. To stay relevant and effective, the civil service must embrace change, becoming more responsive and adaptable to meet evolving needs and emerging trends. Minister at the Prime Minister’s Office and Minister of Defence II Pehin Datu Lailaraja Major General (Rtd) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof highlighted this in his speech during the recent certificate presentation ceremony for Civil Service Leadership Pipeline (CSLP) programme participants. “The ability to plan and make accurate early predictions is a crucial trait of an exceptional civil servant, demonstrating strong leadership skills, integrity, and a commitment to innovation in their work culture,” said the minister. “This is consistent with the expectations for every civil servant entrusted with serving the nation, driven by a deep sense of patriotism and pride in contributing to the nation.” The minister, consequently, said it is encouraged that every civil servant, especially those in key leadership roles, maintain the highest standards of professionalism while directing their energy towards addressing the evolving demands of stakeholders. To elevate the civil service in this country as a beacon of excellence, it’s crucial to have a workforce that is both efficient and competent, capable of delivering high-quality work that leads to meaningful and impactful change. PHOTO: MUIZ MATDANI “Civil servants should always keep in mind the public expects a high standard of service delivery that addresses their needs. “They also look for reduced bureaucratic hurdles and prompt, accurate, and transparent responses to their concerns.” The minister noted that this aligns with the aspirations to transform the nation’s civil service into a more dynamic, innovative, and people-centred system by leveraging digital technology to further improve service delivery processes. Moreover, the minister emphasised that the government of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, is dedicated to enhancing the service delivery system to achieve optimal and excellent results. He highlighted the government’s ongoing efforts to improve the system and refine work procedures as part of this commitment, which include reviewing policies, laws and regulations, enhancing the achievement of the Public Service Pledge (TPOR), and embracing technology-based approaches within the organisation. “Certainly, the success of these efforts in enhancing desired performance and outcomes requires human capital with the potential, passion and commitment to achieving high levels of performance and a focus on high-quality outcomes in their entrusted roles,” the minister added. Recalling His Majesty’s titah during the 30th Civil Service Day celebration, the minister highlighted His Majesty’s emphasis on the importance of every civil servant remaining alert to current changes; developing new ideas to enhance work processes, regulations, service systems, and outcomes; and every leader being astute in harnessing work potential, particularly the potential of digital technology, as a cornerstone for high-impact transformative service. “The CSLP programmes are built with this focus and achievement in mind. These programmes are tailored to the level of the participating officers, presenting them with tasks and challenges that require analytical and critical thinking, and an understanding of national priorities,” said the minister. He added this kind of exposure is essential, not just for enhancing knowledge, skills, and experience with the latest methods, but also for tapping into the potential of participants as future leaders. “We hope that each participant in the CSLP programme will fully leverage the knowledge they acquired during their respective courses. We also encourage them to view this programme as a launching pad that inspires and elevates their spirit and confidence, enabling them to drive continuous improvement and innovation through carefully considered ideas born from a first-class mind.” In this context, the minister also stressed the importance of post-training monitoring within each organisation as this practice not only helps track the development and progress of participants, but also assesses how effectively they apply their newly acquired knowledge and skills in their roles. “I urge all ministries and departments to cooperate to ensure that post-training monitoring is conducted in an organised and systematic manner, allowing the course objectives to be met optimally.” The minister also believes that this is where the Strategic Liaison Committee, led by the Civil Service Institute (IPA), plays a key role in supporting the assessment of training course impacts, designing training and learning programmes, and implementing priority projects for the country’s public service workforce, such as the ongoing Public Service Capability Development Framework. The CSLP programme is the first of its kind to be organised by IPA in collaboration with the Lee Kuan Yew School of Public Policy, National University of Singapore. – Rokiah Mahmud
