Rokiah Mahmud Aside from providing infrastructure, upgrading and replacement of equipment, the Ministry of Transport and Infocommunications (MTIC) handles the expansion of the transportation sector that covers land, maritime and air. Pertaining to air transportation, the Department of Civil Aviation (DCA) is responsible for safety measures, control and effectiveness of operations as well as the management of Brunei International Airport. The DCA’s mission is to provide civil aviation services sustainable, efficient and in accordance with international standards and best practices. In his budget deliberation yesterday, Minister of Transport and Infocommunications Yang Berhormat Dato Seri Setia Shamhary bin Pengiran Dato Paduka Haji Mustapha said the post COVID-19 pandemic has seen an increasing number of passengers and cargo movement through the Brunei International Airport. The number of aircraft movements, passengers and cargo handling is still around 30 per cent in 2022, he said. Meanwhile, the minister said, the DCA has undertaken proactive actions to catapult Brunei International Airport to being a sub-regional transport hub. As such, the DCA issued certificates of operation to foreign airline companies to operate cargo flights from Brunei International Airport in December 2022 to meet increasing demand for cargo flights. The total number of ships entering and exiting is around 10,000 to 11,000 per year. However, the minister noted, the number of cruise ships as well as containers, and cargoes has been affected. According to the minister, in the current recovery phase, the development plans at Muara Port by the Muara Port Company Sdn Bhd, development projects at Pulau Muara Besar, and the establishment of Integrated Marine Maintenance and Decommissioning Yard and Muara Anchorage Area, the role of MPABD will become more vital and developed. Therefore, MPABD’s focus for the coming year is to manage several maintenance projects, upgrade the maritime infrastructure, increase the capacity to enforce maritime regulations and safety standards, improve the capacity to respond to maritime emergencies such as oil spills, and play a role in facilitating the development of the maritime industry including the development of its human resources. On strengthening the ICT infrastructure, the MTIC has allocated BND2 million to upgrade the government data centre and improve the quality and reliability of the National E-Government Centre’s shared services, while currently the provision of ‘Cloud’ infrastructure is being implemented. Additionally, ICT expenditures are focussed on modernising the data centre network infrastructure through the software defined network infrastructure project. The ICT infrastructure upgrade is aimed at providing more advanced e-government services that can accommodate the latest technologies. One of the E-Government services available is e-Darussalam, which as of February, a total of 220,196 accounts have been created and 191,756 accounts have been activated. The government, he said, also provides services and platforms for the public to voice their complaints, inquiries, and obtain information about the government’s main services that are not considered as emergencies through Darussalam Line 123. It also sees an increase in demand, in terms of the number of agencies utilising it, as well as the types of services. The minister believes that it creates job opportunities to accommodate additional calls.
