I once heard from someone at BKN that even just a hunch or a bit of curiosity can matter a lot. They said not to worry if you don't have solid proof. it's better to report any suspicions you have. They reassured me that even a little evidence would be enough to start looking into things. probaly contact them directly instead of police.

As long as it’s not a made up, false cerita dongeng and there are drugs involve, BKN will likely take note and maybe do their own surveillance. So far they have been successful in several raids from public tip off.

He needs to step up and contact the people needed. He can ask for protection as well. The police will try to patrol his house every now and then as well.
