Attorney General Dato Seri Paduka Haji Ahmad bin Pehin Orang Kaya Laila Setia Bakti Di-Raja Dato Laila Utama Haji Awang Isa on Thursday reported key milestones achieved by his chambers at the opening of the Legal Year 2024. The Attorney General’s Chambers (AGC) stands on the cusp of reflection and anticipation, acknowledging both triumphs and challenges. The focus, as emphasised in the address from the previous year, revolves around the Rule of Law and the AGC’s ongoing commitment to impartial justice, fair processes, equal treatment, and accountability. In a testament to the theme of collaboration and engagement, the Chambers actively participated in international conferences, such as the 13th ASEAN-China Prosecutors-General Conference, the ASEAN-Japan Special Meeting of Justice Ministers, and the inaugural Interface Session between the Justice Ministers of ASEAN and the G7. These events marked key milestones in building trust and enhancing cooperation in the field of law and justice regionally and beyond. Within Brunei’s borders, the AGC took part in significant programmes and events. A highlight was the successful hosting of the 1st ASEAN Ministers/Attorney General’s Meeting of the Central Authorities on Mutual Legal Assistance in Criminal Matters. Additionally, the Chambers welcomed a legislative drafting consultant from the Singapore AGC, adding expertise to the local legal landscape. The commitment to capacity building and collaboration continued with extensive outreach efforts, including training and lectures for relevant stakeholders, particularly in the area of law enforcement and prosecution. This includes sending officers for a Basic Prosecutor’s Course and extended work attachments within the Singapore AGC providing a unique opportunity for first-hand experience and knowledge exchange. The attorney general expressed gratitude to the judiciary, the Law Society, and external partners for facilitating participation in events and talks, fostering valuable learning opportunities for the AGC. The Legislative Drafting Division collaborated with various ministries, departments, and agencies to translate policy decisions into legislation. Notable examples include the National Retirement Scheme Order, 2023, and the Employment (Minimum Wage) Order, 2023, aimed at improving social security and ensuring social stability. Recognising the challenges posed by an interconnected world, the AGC addressed cybersecurity threats with initiatives like the Cybersecurity Order, 2023. The order aims to strengthen Brunei’s ability to respond to threats, facilitating investigations and prosecutions of cybercrimes. Anticipating further guidelines and laws, such as the Personal Protection Order and Code of Practice for Critical Information Infrastructure, the AGC emphasises the need for vigilance and cooperation in the evolving digital landscape. In the realm of intellectual property, the AGC applauded the efforts of the Intellectual Property Office of Brunei Darussalam (BruIPO). Their initiatives, including the annual World Intellectual Property Day celebration, showcased commitment to inclusivity, innovation, creativity, technology, and entrepreneurship. The AGC Strategic Plan 2021-2023 focused on human resource management and the adoption of legal technology. Progress in utilising technology, including the Electronic Document Management System, reflects a commitment to efficiency in legal services. Looking forward, the Legislative Electronic Drafting and Online System is in progress, aligning with the AGC’s vision for increased efficiency. The address concluded with a highlight of recent promotions within the AGC, wishing the promoted individuals success in their new roles.
